Israel planned to keep Gaza near collapseIsrael told U.S. officials in 2008 it would keep Gaza's economy "on the brink of collapse" while avoiding a humanitarian crisis, according to U.S. diplomatic cables published by a Norwegian daily on Wednesday.

Three cables cited by the Aftenposten newspaper, which has said it has all 250,000 U.S. cables leaked to WikiLeaks, showed that Israel kept the U.S. Embassy in Tel Aviv briefed on its internationally criticized blockade of the Gaza Strip.

U.S. Alters Rule on Paying for End-of-Life Planning

Hospice careThe Obama administration, reversing course, will revise a Medicare regulation to delete references to end-of-life planning as part of the annual physical examinations covered under the new health care law, administration officials said Tuesday.

The move is an abrupt shift, coming just days after the new policy took effect on Jan. 1. Many doctors and providers of hospice care had praised the regulation, which listed “advance care planning” as one of the services that could be offered in the “annual wellness visit” for Medicare beneficiaries.

The McIntosh "earmark" seemed routine at the time, like almost 2,000 other congressional pet projects that lawmakers inserted into the 1998 highway bill. But there was a problem: "There is no State Road 31 that travels through Columbus, only U.S. 31," says Will Wingfield, a spokesman for the Indiana Department of Transportation.

Scalia: Women Don't Have Constitutional Protection Against Discrimination

The equal protection clause of the 14th Amendment to the U.S. Constitution does not protect against discrimination on the basis of gender or sexual orientation, according to Supreme Court Justice Antonin Scalia.

For the record, the 14th Amendment's equal protection clause states: "No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws."

Outgoing GOP Senator Joins Lobbying Law Firm

Sen. Kit Bond (R-Mo.)Outgoing Sen. Kit Bond (R-Mo.) is headed for a pay raise, announcing on Tuesday he'll be joining a high-profile law firm that lobbies on transportation issues. While in Congress, Bond served as ranking member on a subcommittee that doled out transportation funds. Now he is joining the St. Louis-based law firm Thompson Coburn as a partner.

"I joined this firm to be a lawyer, not to be a lobbyist," Bond told reporters at a press conference on Tuesday, pointing to ethics rules that ban former lawmakers from lobbying for two years after leaving the chamber. "I do not plan to be involved in lobbying Congress."

Study Says Thousands Get Unneeded Heart Devices

DefibrillatorDoctors are implanting high-tech heart devices in thousands of people who probably do not need them, a new study finds. The procedures cost more than $35,000, involve surgery and anesthesia, and may unnecessarily harm some patients.

The devices, called defibrillators, fire an electrical shock to jolt the heart back into a normal rhythm if it starts to beat in a disordered way that can cause sudden death. In people who truly need them, for conditions that can fatally disrupt heart rhythm, defibrillators can be life-saving.
