More than half the states are not complying with a post-Virginia Tech law that requires them to share the names of mentally ill people with the national background-check system to prevent them from buying guns, an Associated Press review has found.

The deadline for complying with the three-year-old law was last month. But nine states haven't supplied any names to the database. Seventeen others have sent in fewer than 25, meaning gun dealers around the U.S. could be running names of would-be buyers against a woefully incomplete list.

Physicists have built the world's first device that can cancel out a laser beam - a so-called anti-laser. The device, created by a team from Yale University, is capable of absorbing an incoming laser beam entirely.

But this is not intended as a defence against high-power laser weapons, the researchers said. Instead they think it could be used in next-generation supercomputers which will be built with components that use light rather than electrons.

Iraq's capital wants the United States to apologize and pay $1 billion for the damage done to the city not by bombs but by blast walls and Humvees since the U.S.-led invasion that toppled Saddam Hussein.

The city's government issued its demands in a statement on Wednesday that said Baghdad's infrastructure and aesthetics have been seriously damaged by the American military. "The U.S. forces changed this beautiful city to a camp in an ugly and destructive way, which reflected deliberate ignorance and carelessness about the simplest forms of public taste," the statement said.

A consumer advocacy group says chemicals that give cola its distinctive caramel color may cause cancer. CBS News Medical Correspondent Dr. Jennifer Ashton explained on "The Early Show" that the Center for Science in Public Interest (CSPI) is concerned about a chemical that is liberated during the production process of making colas.

"They say (the chemical) has been found in government studies to cause cancer in animals. The State of California is so concerned about this that they have listed one of these ingredients on their list of substances known to cause cancer, and they want to limit the amount to no more than 16 micrograms a day," she said. "To put that into context for you, 20 ounces of cola can contain 12 times that amount."

As Secretary of State Hillary Clinton gave her speech at George Washington University yesterday condemning governments that arrest protestors and do not allow free expression, 71-year-old Ray McGovern was grabbed from the audience in plain view of her by police and an unidentified official in plain clothes, brutalized and left bleeding in jail. She never paused speaking.

When Secretary Clinton began her speech, Mr. McGovern remained standing silently in the audience and turned his back. Mr. McGovern, a veteran Army officer who also worked as a C.I.A. analyst for 27 years, was wearing a Veterans for Peace t-shirt.

Being unemployed is, for many, not fun. There are no co-workers to mock at the water cooler, no expense accounts on which to wine and dine associates and no impressive title to drop when you're trying to pick up the ladies (or men, for that matter).

Now there's a growing trend of employers refusing to consider the unemployed for job openings, according to a number of people who testified before the U.S. Equal Employment Opportunity Commission on Wednesday. They say that employers are barring the unemployed from job openings, which is particularly unfair to older workers and African Americans because more of them are unemployed.

Human emissions of carbon dioxide and other greenhouse gases helped trigger the increase in extreme rain events seen in North America over the second half of the 20th century, a group of climate scientists reported Wednesday in the journal Nature.

In a second Nature paper, another group reported that human greenhouse gas emissions likely contributed to the horrendous floods that inundated England and Wales in the fall of 2000. Those scientists ran sophisticated climate simulations across a network of tens of thousands of home computers that volunteers loaded with climate-modeling software.

Japan has temporarily suspended its annual Antarctic whaling after repeated harassment by a conservationist group, a government official said Wednesday. Sea Shepherd Conservation Society ships have been chasing the Japanese whaling fleet for weeks in the icy seas off Antarctica, trying to block Japan's annual whale hunt, planned for up to 945 whales.

Japan has halted the hunt since Feb. 10 after persistent "violent" disruptions by the anti-whaling protesters, said fisheries agency official Tatsuya Nakaoku.
